What Is The FAA Mosaic Final Rule?

In July 2025, the FAA released the Mosaic Final Rule, a long-anticipated overhaul of regulations surrounding Light Sport Aircraft (LSA) and Sport Pilot certifications. Mosaic stands for Modernization of Special Airworthiness Certification and builds on the original 2004 rule. It’s designed to modernize flight training, improve safety, and open new doors for pilots and aircraft manufacturers.

Key Changes in the Mosaic Rule for Pilots and Aircraft

One of the biggest shifts is the elimination of the 1,320-pound weight limit for LSAs. Instead of weight, aircraft will now be certified based on performance. This allows for new configurations like retractable landing gear, constant-speed propellers, and even four-seat aircraft. 

Sport pilots will also gain expanded privileges, including the ability to fly at night and use more advanced aircraft with the proper training. Additionally, the rule now permits limited commercial use of LSAs for activities such as aerial photography and banner towing. 

More Aircraft Types, Less Red Tape

Mosaic lifts the single-engine restriction and opens up certification to a broader range of aircraft, including electric planes, rotorcraft, and eVOTLs. Manufacturers will no longer need traditional type and production certificates. Instead, they’ll use FAA-accepted industry standards, cutting costs and simplifying the approval process. 

Repairmen certified for light sport aircraft will also see expanded privileges, and training providers are already preparing for the transition ahead of the October 22, 2025 effective date.
